![]() Capacity-Building for Conflict Transformation in the Democratic Republic of Congo LPI’s programme in the Democratic Republic of Congo (DRC) mainly focuses on the two Eastern provinces of North and South Kivu and the office is located in Bukavu. The programme started in 2002 and has recently gone through a process of strategic repositioning. The first phase of LPI’s DRC programme (2002-2004) responded to a volatile political and military context. It was essentially reactive and played a crucial role in alleviating inter-community tensions caused by intensive military activity in some of its zones of intervention. The second phase (2004-2007) aimed at capitalising the positive experiences of the first one whilst developing more sustainable partnerships and conflict transformation tools with a wider array of actors and change agents, local and international. ![]() The market in Bunyakiri, DRC. Photo: LPI The third phase of LPI’s DRC programme started in the beginning of 2007. An internal evaluation provided the basis for a process of strategic repositioning. In order to give full meaning to its original mandate and to achieve more efficiency and professionalism in the field, LPI redefined its mission to focus exclusively on the reinforcement of its local partners’ capacities so that they can play a positive role in transforming conflicts and become professional and effective conflict transformation (CT) centres. These centres will be capable of carrying out professional and objective conflict analyses, of bringing together the conflict’s actors and stakeholders around the conclusions of these analyses, of carrying out mediation, negotiation or sensitisation activities, and of mobilising other actors to act on all the dimensions of the conflict in an integrated and complementary way. LPI-DRC focuses on technical as well as institutional competences of its partners and offers different services to them: - Training and accompaniment in research and analysis of conflict dynamics - Training and accompaniment in mediation/negotiation techniques - Occasional accompaniment in advocacy/lobbying - Training and accompaniment in organisational and financial management - Networking and establishing contacts with strategic players for a better impact - Accompaniment in fundraising and seeking support from other donors - Financial support to partners and to their CT programmes - Full-time availability for regular exchanges/meetings Workshop with partners DRC. Photo:LPI Current work with Partners In its experimental phase, this new programme has already had some positive results. In December 2007, LPI’s partner UPDI published a report on violence and insecurity in Nindja/Kaniola. The report identified the causes and consequences of the insecurity for the local population, clarified the nature of the very controversial Rasta armed group and re-contextualised the group in the national and local dynamics. All actors concerned by the problem were in February 2008 invited to participate in a round-table of restitution of the analysis’ conclusions, and identified recommendations to be implemented by a wide range of actors such as the provincial and local authorities, the national army, MONUC (United Nations Observation Mission in DRC), international and national NGO’s etc. Follow-up commissions were established in order to ensure a good implementation of the round-table recommendations. These commissions hold meetings in the affected areas, involving the different local actors and stakeholders. Thanks to the support of LPI, three other partners; RIO, Arche d’Alliance and ADEPAE, have started to do an analysis on the Banyamulenge rebels in Minembwe and will publish a report on it. LPI’s expertise is also required concerning the volatile situation in the Bunyakiri area. A regular follow-up is done with our partner PADEBU about the situation of cohabitation between FDLR and local population.
